Scott has represented Virginia’s 3rd District since January 1993, making him one of the longest-serving members of Congress.
Historic Filipino American representation
Scott’s reelection is especially significant for Filipino Americans because of his historic role in US politics.
When he first won election to Congress in 1992, Scott became the first American with Filipino ancestry to serve as a voting member of the House of Representatives.
According to his official congressional biography, Scott’s maternal grandfather was of Filipino descent. His grandfather immigrated from the Philippines during the Spanish-American War.
Before entering Congress, he served in the Virginia House of Delegates from 1978 to 1983 and the state Senate from 1983 to 1993.
Decades of congressional service
Scott has built much of his congressional career around education, labor protections, health care and criminal justice reform.
He has served as the top Democrat on the House Education and Workforce Committee and previously chaired the panel when Democrats controlled the chamber.
His legislative work includes helping shape the Every Student Succeeds Act, supporting efforts to raise the federal minimum wage and advancing measures addressing criminal justice reform.
He also serves on the executive board of the Congressional Asian Pacific American Caucus (CAPAC), which advocates for Asian American, Native Hawaiian and Pacific Islander communities in Congress.
Scott’s latest victory follows a series of decisive wins in his district.
In the 2024 election, he secured 70% of the vote against Republican John Sitka III, who received 29.8%, according to certified election results compiled by Ballotpedia.
His reelection comes as both parties compete for control of the House of Representatives in the 2026 midterms.
